Scope: Excavation, processing, hauling, and disposal of buried waste and impacted soil within a business park development footprint in Los Lunas, Valencia County, New Mexico. DEKON built the site access and haul roads, set the working pad and temporary perimeter fencing, then excavated grid-by-grid across two zones on a 20-ft × 20-ft grid covering roughly 15,200 square feet. 2,806.46 tons of non-hazardous waste disposed across 120 hauled loads at a permitted RCRA Subtitle D landfill — 15 loads under the 135-load bid. Visually clean native overburden was segregated from the waste mass and stockpiled for backfill, cutting tonnage to the landfill. Roughly 120,000 gallons of water applied for dust suppression through excavation and loadout. DEKON ran 39 of the 120 loads on its own trucks under its own DOT authority. 679.25 man-hours, peak crew of six. Mobilized May 11, demobilized June 2, 2026. Regulatory basis for this scope: the waste stream was characterized as non-hazardous solid waste. Work was performed under OSHA 29 CFR 1926 Subpart P (excavation safety) and 29 CFR 1910.120 (HAZWOPER) for handling impacted soils, with disposal under RCRA Subtitle D (40 CFR Parts 257–258), transport under DOT 49 CFR Parts 171–180, and 20.9.3 NMAC for New Mexico solid waste. Asbestos, lead, and mold regulations did not apply to this scope and are not cited for it.

Nothing is excavated dry. Every load is weighed. Every shipment is manifested.
Delineation before the bucket moves. Impacted limits staked and taped, haul route and load-out zone established, decon and staging areas set outside the work limits. Clean soil is not mixed into regulated volume — that is how disposal costs run away.
Water on before excavation begins. DEKON’s own water truck wets the excavation face before the first pass and keeps it wet through the shift. Dry disturbance of asbestos-impacted soil is what puts fibers in the air; it does not happen on a DEKON site.
Controlled excavation, self-performed. DEKON’s operators run DEKON’s equipment. No subcontracted earthwork, so there is no handoff between the abatement contractor and the excavator — the same crew is accountable for both.
